HB 2730: Reapplication Now Requires a Good Cause

Signed into law on May 24, 2025, HB 2730 makes it illegal for Texas CADs to send mass homestead exemption reapplication letters without first having a valid, documented reason. The law was designed to protect homeowners—especially seniors—from unnecessary burdens, while reinforcing the need for fair and accurate tax rolls.

 

Now, chief appraisers must show “good cause” before requesting reapplication. That includes identifying specific evidence of ineligibility, checking available data sources first (like the DPS database), and sending written notices only when appropriate. Blanket outreach is no longer allowed—and failing to comply could open counties up to risk and taxpayer complaints.

 

To keep up with these legislative changes without adding burden to staff or taxpayers, CADs need a smarter approach to exemption administration.
